There isn’t much information on it, but as of this time of posting, exporting WYSIWYG in Drupal 7 is not straight forward.

To adapt it to D7 as of version:

wysiwyg 7.x-2.1

You need to do the following:

1. Install WYSIWYG
(also set up your prefered editor with buttons etc.)
2. Install CTOOLS
3. Install Entity
4. Install Strong Arm
5. Apply an export-enabled patch:
https://drupal.org/files/issues/wysiwyg-entity-exportables-624018-208.patch
to your D7.x WYSIWYG admin.inc file

Finally, at that point, a variable export of WYSIWYG profiles will be available to you.
